Construction Costs Fall for Thermal Power Facilities

China's State Electricity Regulatory Commission (SERC) said Wednesday that the cost of constructing thermal power facilities is decreasing amid the nation's efforts to boost energy savings and emission reduction.

The cost of building thermal power facilities decreased by 1.4 percent during the nation's 11th Five-Year period (2006-2010) from the previous five years, according to data released by the SERC.

The data showed that costs fell 1.8 percent to 3,745 yuan per kilowatt (kw) in 2010, compared to 3,815 yuan per kw in 2006. The SERC said the cost decrease was mainly a result of technological advances and China's energy conservation and emission reduction policies.

Meanwhile, the cost of building hydroelectric power facilities rose nearly 19 percent to 6,870 yuan per kw in 2010 compared to five years ago, the data showed, citing land requisition and the resettlement of displaced residents as the major reasons for the cost increase.

The Chinese government pledged in 2009 to reduce carbon dioxide emissions per unit of GDP by 40 to 45 percent by 2020 while promoting clean energy development and energy-saving lifestyles.

The SERC data also revealed that the cost of constructing wind power engineering facilities has been falling since 2009. The cost shrank to 8,895 yuan per kw in 2010 from the peak price of 9,252 yuan per kw in 2009.

The cost of building nuclear power facilities has largely stayed unchanged. The cost currently ranges from 10,000 yuan to 15,000 yuan per kw.
