1/3 of PV Installed Capacity in China Not Connected to the State Grid Yet

Although the installed capacity of PV industry in China continues increasing, the difficulty in getting grid-connected is still the "top priority" to trouble the industry.

Recently it is learned from the China Electricity Council that last year China's grid-connected PV installed capacity reached 2.14GW. Whereas National Energy Board statistics pointed out that last year, China's PV installed capacity was of 3GW, which also means that about 29% of the PV systems have not been connected the grid yet.



Li Junfeng, deputy director of the National Energy Research Institute, said that the swarmed installed capacity hasn't achieved the desired effect, at present there are nearly 1/3 of the installation is not connected to the grid. To solve this problem the relevant national regulatory authorities need to introduce relevant regulations and policies, so that PV prices could meet a certain standard, which will support the acquisition of photovoltaic power by State Grid.

In addition, Li Junfeng holds that from the experience of international markets, distributed generation can also alleviate the photovoltaic industry overcapacity. Previously the focus was on centralized development, but since now there should be a gradual transition to distributed photovoltaic power generation, so as to solve the grid-connection trouble.


According to the CEC staff, national regulatory authorities have long noted this problem, and started to take both the concentration and distribution development of photovoltaic industry, in order for the adjustment of China's new energy industrial structure.

In this situation, the relevant state departments enacted policies continuously to support China's distributed photovoltaic generation. Since year 2009, the Ministry of Finance, National Development and Reform Commission, the National Energy Bureau have launched a series of policy measures respectively including the "Solar Roofs Plan", "Golden Sun Project".

Meanwhile, provinces and cities are still keen to the centralized development. Related statistics show that only in Qinghai Province with better sunlight, there are 5 PV power plants and grid-connection operation, including Huaneng Power International, China Long Yuan Electric, China Guangdong Nuclear Power with the total installed capacity of 69 MW. Considering the arrangements of the enterprise development process, by the end of this year the production capacity may reach more than 800 MW.

However, CEC believes that with the Qinghai installed capacity added into the concentrated production stage, large-scale development of solar power generation projects are having access to Hercynian grid in Golmud, which will greatly exceed the scale size of the Hercynian grid system, which can not completely meet the consumer satisfaction. The contradiction between supply and demand will become increasingly serious.

"In general, in order to solve the issue of grid-connection access of the photovoltaic power generation, relevant national regulatory authorities need to work together to give the industry greater support," said Li Junfeng.
