12th Five-Year Plan For PV Industry China Released

The 12th Five-Year Development Plan for the solar photovoltaic industry (hereinafter referred to as the "PV 12th Five-Year Plan") was released on the Ministry of Industry and Information Technology website last weekend. The Plan points out that in 2010, China's exports of photovoltaic cells broke through $ 20.2 billion, which made China the world's largest exporting country of photovoltaic cells, and the domestic PV manufacturing equipment sales revenue over 4 billion yuan.

The technical requirements of the polysilicon is one of the core contents of the plan.

In year 2010, the average power consumption of China's polysilicon production was 160-180 kWh / kg, however, in accordance with the new planning, the average power consumption of China's polysilicon production in 2015 is to be reduced to 120 kWh / kg, in addition, during the production process, recycling rates of exhausts including silicon tetrachloride, hydrogen chloride, hydrogen should not be less than 98.5%, 99%, 99%.

"PV 12th Five-Year Plan" pointed out that the development of stable electronic-grade polysilicon production technology, and construction of electronic-grade polysilicon production line should be supported.

"PV 12th Five-Year Plan" also made the prospect for the cost of PV modules and PV electricity in the he future. By year 2015, the cost of PV modules dropped to 7000 yuan / kW, PV system cost down to 13000 yuan / kW, the cost of power generation dropped to 0.8 yuan / kWh; by year 2020, the cost of PV modules dropped to 5000 yuan / kW, PV system cost down to 10,000 yuan / kWh, the cost of power generation dropped to 0.6 yuan / kWh.
 
It is said that in year 2012, the photovoltaic electricity in China is to be 1 yuan / KWh, considering the new plans for the future 4 years, China's grid-connection electricity price will drop by 20% from 1 yuan to 0.8 yuan. Last year the PV module prices plunged around 50 %, so the cost of the of photovoltaic projects construction has been shrinking, which is actively paving the way for large-scale drop of the grid-connection electricity price in the future. Therefore, in 2015 China's actual grid-connection electricity price in 2015 may be lower than the planned 0.8 yuan / kWh.
