6 Food Waste Treatment Facilities To Be Built By Year 2014 in Shenzhen of China

Food waste management measures are expected to be released by the end of March   

In October 2007, Shenzhen government issued and implemented the "Food Waste Management Interim Measures". The modified "Food Waste Management Interim Measures" is now for public consultation deadlined 29th Feb. It is the expected to be formally enacted before the end of March this year, and the permits on implementation of food waste collection and treatment of administrative will resume.

According to a survey, Shenzhen government had enacted "Shenzhen City environment sanitation system planning (2006-2020)" to plan for the site selection and construction of six food waste treatment facilities including Lo Wu District and Bao'an District, and to determine the size. The urban biomass utilization project and food waste utilization projects of Lo Wu District, Futian District, Bao'an District, Longgang District, are all in the early phase. The urban biomass utilization project is also included in the national "863 Program" demonstration project.

Shenzhen City Environment & Sanitation Department official said that before other food waste facilities in the plan put into operation, they will focus on pushing Shenzhen City Teng Lang Renewable Resources Co. Ltd. to carry out food waste collection, transportation and handling standardization, so as to expand kitchen garbage waste oil collection coverage within the city as far as possible.

"Collection of waste oils and fats from the source" has been implemented

In 2011, the city integrated the waste reduction and classification experimental work, implemented a waste edible oils and fats the source collection pilot in Golden Lake Restaurant in Luohu District, using automatic oil-water separation equipment to replace the grease trap. At present, the collection system has advantages of high collection rate, thorough separation, high speed, and good control over environmental protection, to eliminate the possibility of waste edible oils and fats returning to kitchen.

At the same time, in order to strengthen the food waste management, municipal government has decided that the collection & delivery and handling charges of food waste are in principle subsidized by the government. Specific subsidy policies and standards will be reported to Municipal government for study and implementation after being drawn up by the Municipal Administration Department and Development and Reform Commission and approved.

In addition, the city environment sanitation department has drawn up the recruitment, tender documents for qualified food waste treatment pilot enterprises. After the documents are submitted and approved by the municipal government, the qualification of enterprises will be determined in public.

The relevant departments such as public security bureau, market supervision of public security are also formulating relevant measures to strengthen supervision and management of food waste.
