China is expected to apply a nationwide quota system to the use of renewable energy in power generation in 2012, China News Service reported Monday, citing Ren Dongming, director of the Centre for Renewable Energy Development of Energy Research Institute National Development and Reform Commission.
On the provincial level, the system will set renewable energy quotas for total electricity consumption, electricity amount acquired by grid enterprises and the number of renewable energy power plants, he said.
The quota system is part of the national renewable energy development goal to encourage active tapping of local renewable energies, he added.
Grid corporations, large power investment enterprises and local governments will be the main responsible bodies to implement the system, said the report.

China to Make Full Use of Wind Power
Grid dispatching institutions in China are urged to try their best to guarantee full consumption of wind power, Shanghai Securities News reported Wednesday, citing a statement from China's energy regulator.
The statement, issued by the National Energy Administration, focused on implementation details on wind power forecast and gird coordinated operation.
Industry insiders pointed out the implementation of the regulation combined with a series of relevant measures will play a positive role in stabilizing the integration of wind power into the grid, which is beneficial to both wind power enterprises and grid enterprises.
Last July, the administration required all wind power farms that were integrated to the grid should the wind power forecasting system and the power production reporting mechanism.
According to the new regulation, the China Meteorological Administration should provide wind power enterprises with predictions of wind distributions free of charge. In accordance, the enterprises should be responsible for the forecasting of generated power.
As for the grid dispatching institutions, the regulation requires that they establish a comprehensive forecasting system covering the whole dispatching area, forecast wind power and analyze related statistics.

Stricter air quality standards will be adopted in cities, the State Council announced on Wednesday.
Readings for ozone and concentrations of PM 2.5, particulate matter smaller than 2.5 micrometers in diameter, will be included in the standards, according to a statement issued by the State Council after an executive meeting presided over by Premier Wen Jiabao.
No details of the indices were revealed.
The four municipalities - Beijing, Shanghai, Tianjin and Chongqing - and 27 provincial capitals, as well as three key regions, including the Yangtze and Pearl river deltas and the Beijing-Tianjin-Hebei region, will monitor PM 2.5 and ozone intensity this year.
More than 100 smaller cities will adopt the new air quality standards in 2013.
The standards will be extended to all cities by 2015 and will help allay public concern over official air quality readings, the statement said.
"Including PM 2.5 and ozone is definitely significant progress in pollution control and environmental protection," said Ma Jun, director of the Institute of Public and Environmental Affairs. "Many cities have already started preparations to monitor PM 2.5."
The fight against pollution has seen some success, especially in combating particles in the PM 10 range but "it's good to see stricter standards to reflect the real picture", Ma said.
The Ministry of Environmental Protection started gauging public opinion on revised standards in November and received more than 1,500 letters, e-mails and faxes from people expressing concern over air quality.
Cities, including Beijing, Shanghai and Guangzhou, have started to monitor PM 2.5. The capital will set up more than 30 PM 2.5 monitoring stations by the end of this year.
China has vowed to speed up the eradication of major polluting industrial plants and replace them with clean energy sources, including wind, solar and biomass.
"Clean energy is a long-term solution for solving the environmental problems faced by the country, but the high cost means it takes time," said Lin Boqiang, director of the China Center for Energy Economics Research at Xiamen University.
The power industry is expected to play a leading role in curbing sulfur dioxide pollution and coal-based power plants are a major cause of the discharge of sulfur dioxide, he said.
The National Development and Reform Commission, the main economic planner, has offered preferential pricing terms to plants with sulfur and nitrogen oxide removal systems. These could offset power plants' added costs for protecting the environment.
Targets have been set to increase the proportion of non-fossil fuels in the mix to 11.4 percent by 2015, from 8.7 percent in 2010.
However, eliminating polluting plants needs concerted efforts.
"Controlling air pollution is not a regional problem," Du Shaozhong, former deputy director of the Beijing municipal environmental protection bureau, said earlier. "No city can do it alone."
The statement also mentioned a more stringent emission limit to be imposed on new projects and monitoring vehicle pollution.

The annual report disclosed that in year 2011 Kaidi Electric Power's revenue reached 2.687 billion yuan, decreased 22.2%, profit of 1.005 billion yuan, increased 78.64% compared with last year. Net profit attributed to listed companies shareholders was of 755 million yuan, an increase of 147.93%. The basic earnings of per share was 0.80 yuan, the annual dividend is intended for 1 yuan every 10 shares.
Although the sales and desulfurization of raw coal and Electric Power construction contracting still contribute to the main revenues and profits, the directors board's report focused on biomass power generation.
The report shows that as of the end of year 2011, the company's six biomass power plants in operating (Laifeng Power Plant not included) annual grid-connected electricity was up to 788 million KWh, a substantial increase of 313 % over year 2010.
